After searching this forum a few days ago, I could find nothing about the un-promulgated decree concerning vacant episcopal sees which the 1870 Vatican Council prepared. As my own Latin has unfortunately become rusty (going to try to remedy that this year!) I was curious if anybody here with a better working Latin would care to offer at their convenience a synopsis or translation (presuming they don't go blind from the small print first). The following is the schema for that decree from the Vatican Council's Acta:
